More than the American people. They only wish we'd keep calling that "politics". I don't know WHO could be surprised on that point. Certainly NO one who's been to a government interface with the public, at any level, in his or her adult life.
Doing nothing is their natural inclination. They resist action of ANY effect strongly.
Which clears the decks for all this theft and subversion.
