Made an already iffy agency exponentially worse.
Hiring the completely unqualified for their looks and/or lifestyles, and letting people who won't work when unsupervised work from home, is utterly unacceptable anywhere ever. Either will bring down ANY organization.
PLUS, the constant flow of unfit personalities into government — at any level — makes it so people would rather go curl up in a sleeping bag in the bushes than deal with that level loss of autonomy. They don't seem to grok that at a certain point their rules or modes of operation ONLY squash the spirit of people they claim to be helping.
When you are THAT demoralized and bereft, getting squashed is NOT in order. Any way you try to slice it, it's NOT civilized and NOT tolerable. I could go on for HOURS on this topic.
Bottom line: EVERY single human in that disaster — owner or renter or squatter — should have been sheltered on or very near their home long since. There is NO excuse for this. Not one.
