It looked to me, yesterday, as though the counter-sniper who was on his tripod was looking out over the crowd, and came up off it when he heard the shots. The counter-sniper who was on his belly was the one sighted in, for maybe minutes, on the kid on the roof outside the security perimeter. The guy on his belly did not shoot until the kid had already started shooting.
The kid was in his sights before, during and after... in SHORTS and a t-shirt, with long hair and baby whiskers... absolutely NOT any kind of LEO counter-sniper. This would mean the guy on his belly was under orders to let the kid do his worst before he took him out.
Erik Prince posted the best assessment I've seen, based on the correct position of the kid on the roof. Everything yesterday -- except video of his corpse -- had him on the other side of the roof. I don't think that was accidental either... especially not after a cop had tried to approach when the kid was climbing a fucking ladder and backed off when he pointed his rifle at him.
