There is NOT nothing you can do. If that were my letter, I'd fax it first — to make sure someone in the office has at least laid eyes on it enough to know it's there — and then mail it in just to make sure. I've gotten things done that way in my life. Of course, you can always go visit officials of ours or theirs in person and tell them your wishes on whatever matter.
