He's giving the psychopaths an out, letting them be the Cognitive Elite who simply had no training in morals. Heh. It's not very long, and I ain't reading that book, but I have to count this as SOME sort of progress because there really are a great many non-psychopaths who fancy they are the "Cognitive Elite" who do not understand Thing One about morals.
