I guess they were not saber rattling, and I guess this pretty much explains the terrorist attack on the concert hall in Moscow, a distraction from their movements. Of course, Russia can walk and chew gum at the same time, AND their intel for missile strikes is impeccable. So let us all wave good-bye to the souls of the "substantial force".
