This would not work in the Third Millennium. Exiling them to the South Pole, and more than one a year, would work... or shooting them in suspended animation into space would work, but if you want them out of power for good and in every incarnation, you gotta work on this one. Maybe just make all corrupt politicians set up a base on the moon?
