If anyone's in charge it's Nosbaracktu, and no matter how hard they try to go stark raving mad on us to get their way, I'm STILL pretty sure it won't extend to starting WWIII. They don't understand, even yet, however, that Sun Tsu was not talking about pretending to be on the virtuous side when you start wars, but I do think they understand that using nukes is NOT good for THEIR health.
