He KNOWS he's not the president. He's too fucky-jumbled in his body's executive powers to not hew to his instruction sheets as and how he does. He has NO say. Usually, when this happens to a bad guy one can think the old fucker deserves to be locked in his own private hell like this, but he's never not been corrupt. This isn't hell for him.
But he KNOWS he's not president. Of precisely NO impact on what he calls anything.
