There's something important here. DHS is scary stuff. It has either taken over or duplicated a shit ton of federal agencies, including the Secret Service, which was taken from Treasury. As it was taught to me, there was a good reason it was run from there to begin with. It wasn't to intersect with any other enforcement arm.
Actually, that's all DHS is. An enforcement arm. Actually, every other department now has its own enforcement arm. If there's anything one can say with zero fear of contradiction about federal departments and agencies it's They Are Armed.
But DHS has seemed to me to be a creature of the terrifying imperatives of the "continuity of government" freaks... a more streamlined version of the entire federal government... and it's nothing like an American government department. Ask the guys at the DEA. Or just take a moment to hark back at the short litany of losers and criminals who have been made Secretary of it.
