Of course, this is actually a plausible explanation, even if it serves the fascist insects to put it about, but since they know right where it started, what would have been the matter with getting planes dropping DAP on it immediately? Nope. They don't do that shit, even when they know they can't get to it with crews fast enough to keep it from getting this bad.
