I have heard of carbon offset bonds. I've even heard of personal offset bonds. But WTF is it in this context? Who is Phillip Vernon Crowell? And what does he have to do with Neil Keenan? In fact, can somebody exlain Neil Keenan to me? I thought I had this straight until today.
