I think the trouble comes in when they coat seeds with it. That spreads it into the plants and into their pollen, which then kills the bees. This really must be so because I've known people to soak cigarettes in water to use for bug spritz on their plants for decades before this CCD thing cropped up. Keeps the bugs away and never seemed to faze the bees.
