This is entirely too plausible. Once the authorities pronounce upon something, everyone stops thinking. You can cite many examples yourself. This bears serious consideration and few will do it because it will make them very unpopular and it will scare them even more. I have to mention that I worked in the legal field for a pretty long time, and I have researched all manner of extremely high tech and medical and biochemical nuances in my day, and I know the initial science on the correlation between poppers and AIDS was pretty good. I was also forced to become fairly expert at the types of medical problems common among gay men. AND, I looked around me, at this fancy, highfalutin, very seriously well-respected law firm... and almost no one was doing any work... MOST of the time. I wondered hard how society was managing to keep operating. I knew this was a problem everywhere, that people were being their job titles instead of doing their jobs. THIS is how something THIS huge could actually be the case.
